DISCUSSION / BACKGROUND
Due to storm events in 2017, flooding occurred throughout El Dorado County, resulting in damage in some areas. Flooding in the Latrobe area resulted in significant erosion and rail embankment washout adjacent to and north of existing culverts along the historic Placerville and Sacramento Rail Road tracks. On May 19, 2020, the Board approved the Latrobe FEMA project that repaired the rail bank that had washed away and rebuilt the hillside that had washed onto the adjacent property. Additionally, a drainage swale was installed to the overflow culverts and additional culverts were installed to provide additional drainage.
The cost of the project was estimated at $275,876. Of this cost, $182,876 was to be funded by FEMA/CAL OES with a required match of $93,000. Funding for the match requirement was approved by the Board on May 19, 2020 (Item# 20-0598) to come from the following sources:
1) Sacramento-Placerville Transportation Corridor Joint Powers Authority (SPTC JPA): $25,000
2) Ponderosa Quimby Special Revenue Funds: $29,745
3) Accumulative Capital Outlay (ACO) funds: $38,255.
It should be noted that during their May 11, 2020 meeting, the SPTC JPA funded an additional amount of up to $25,000 to install additional drainage features during the repair.
The project has now been completed, and the final costs and reimbursements from FEMA have been determined. The total project cost was $312,935. The final funding amounts are as follows:
FEMA: $193,692
Cal OES: $48,423
SPTC JPA: $40,487
El Dorado County Ponderosa Quimby Funds: $30,334
In order to avoid use of ACO funds, which can be used for other capital projects, staff recommends Ponderosa Quimby Funds in the amount of $30,384 to be used. With the additional $25,000 from the SPTC JPA, no ACO funds will be needed. The Quimby Act, within the Subdivision Map Act, authorizes the county to require the dedication of land or in-lieu fees upon of the approval of a tentative or parcel subdivision map, to fund park land recreational facilities. Quimby funds come from development projects in the zone that the development has occurred. These funds can be used to create new facilities or to rehabilitate existing facilities but cannot be used for routine maintenance activities. In the Ponderosa Quimby zone the only County facility at this time is the Sacramento Placerville Transportation Corridor. This project meets the requirements of the Quimby requirements and is a good use of the funds for this zone.
This budget transfer is to budget the operating transfer out of the Ponderosa Quimby Funds to reimburse for the FEMA project.

FINANCIAL IMPACT
The financial impact to the County will be the $30,384 from the Ponderosa Quimby Special Revenue Fund, resulting in savings to the County's Accumulative Capital Outlay budget. The other funding will be coming from the SPTC JPA and the FEMA reimbursement.
