Title

DISCUSSION / BACKGROUND:

The Health and Human Services Agency (HHSA) senior meal program currently provides seniors with hot, nutritious meals every weekday for take-out and, when safety allows, meals will be provided at congregate meal sites located throughout El Dorado County. In addition, if individuals are medically or physically disabled, meals may be delivered to their homes. Eligibility for participation in the Senior Nutrition Program includes any person (age 60 or older), the spouse of an older individual, and persons with a disability under the age of 60 who reside in housing facilities occupied primarily by older individuals in which Senior Nutrition meals are provided, or a disabled person under the age of 60 who attends a congregate meal site with an older individual who participates in the dining program.

 

Under the funding agreement with the State of California Department of Aging, HHSA’s 2016-2020 Area Plan for Senior Services in El Dorado County, and Title 22, require HHSA to contract with a registered dietitian for the provision of services relative to the Senior Nutrition Program’s congregate and home-delivered meal programs, and as requested nutrition education / nutrition related services.

 

On February 13, 2018, the Board Chair executed Agreement for Services #323-S1810, also known as #2109 , with registered dietitian Natalie Patterson, for a one-year term that commenced upon execution with the option for two one-year renewals, which were exercised.  While this Agreement is nearing the end of term, available funds are not sufficient to cover the anticipated services yet to be provided.

 

HHSA is recommending the Board approve Amendment 1 to Agreement for Services #323-S1810, also known as #2109, which increases the maximum obligation by up to $20,000.

 

A renewal agreement with Natalie Patterson for these services with a term beginning July 1, 2021 was approved by the Board. (File ID 20-1552, 04/20/2021)

 

ALTERNATIVES:

Disapproval of this Amendment to Agreement for Services #323-S1810 also known as #2109 may result in HHSA being out of compliance with the funding agreement as there will be insufficient funds remaining to cover the final months of this agreement.

CAO RECOMMENDATION:

Approve as recommended.

 

FINANCIAL IMPACT:

This agreement is funded with state and federal funding, donations, and General Fund.   Estimated impact to Net County Cost for Fiscal Year (FY) 2020-21 is $9,600 or 48% of the total increased amount of $20,000.   Sufficient appropriations were included in the FY 2020-21 budget and will be included in future budgets for the term of the agreement.

 

CLERK OF THE BOARD FOLLOW UP ACTIONS

1) Clerk of the Board to obtain signature of Chair on two (2) original Amendments to Agreements for Services #323-S1810 also known as #2109.

2) Clerk of the Board to return one (1) fully executed Amendment to the Agreement to the HHSA Contracts Unit at 3057 Briw Road.
