Title: Health and Human Services Agency recommending the Board: 1) Approve and authorize the Chair to sign Amendment 2 to Agreement 4284 with California Mental Health Services Authority (CalMHSA) Joint Powers Authority, to continue to participate in the “CalMHSA North Valley Suicide Prevention Hotline Program” thereby extending the termination date to June 30, 2022, increasing the administrative fee by $11,888.48 for a maximum obligation of $29,063.48 for the entire term of July 1, 2019 through June 30, 2022, thereby continuing authorization for CalMHSA to administer program funding for this program on behalf of the County; and 2) Authorize the Purchasing Agent, or designee, to execute further documents relating to Agreement 4284, including amendments which do not increase the amount or change the term of the Agreement, and contingent upon approval by County Counsel and Risk Management. DISCUSSION / BACKGROUND:

On February 15, 2011, the Board authorized the County to become a participating member in the California Mental Health Services Authority (CalMHSA) Joint Powers Authority via Resolution 024-2011 and participation agreement 373-162-M-E2010 (FENIX # 279 / EDC #142-O1111).

 

Initially, CalMHSA was formed so that counties could pool their Mental Health Services Act (MHSA) Prevention and Early Intervention (PEI) funds to maximize the effectiveness of funding. Over time, CalMHSA evolved to include a broader scope of services, including the negotiation on behalf of participating counties for the purchase of State Hospital beds and other programs or activities including but not limited to the Drug-Medical Treatment Program, managed mental health care, and delivery of specialty mental health services, thereby requiring subsequent Participation Agreement for the North Valley Suicide Prevention Hotline Program (Agreement 4284).

 

CalMHSA Participation Agreement 4284 authorizes use of the North Valley Suicide Prevention Hotline (NVSPH) and is administered through CalMHSA on behalf of counties that participate in and fund the program. It serves as the primary suicide prevention hotline for these counties. As funding allows, NVSPH will continue to operate a 24/7 suicide prevention hotline accredited by the American Association of Suicidology, and will continue to answer calls through its participation in the National Suicide Prevention Lifeline. NVSPH will also maintain its hotline website, and will provide outreach and technical assistance to counties that participate and fund the program.

 

ALTERNATIVES:

Participation in the NVSPH is in the El Dorado County Mental Health Services Act Three-Year Program and Expenditure Plan that was approved by the Board on June 9, 2020 (File ID 20-0446). If the Board declines to approve Amendment 2, El Dorado County will not be in compliance with the approved plan.

FINANCIAL IMPACT:

MHSA funding pays for participation in this Agreement. There is no Net County Cost associated with this Agenda item. Sufficient appropriations have been included in the Fiscal Year 2021-22 Budget request.

1) Clerk of the Board to obtain the Chair’s signature on two (2) originals of Amendment 2 to Agreement 4284.
