Sheriff’s Office recommending the Board authorize the Chair to sign Amendment I to Agreement 4464 with Green Valley Mortuary Ltd., for transportation services increasing the not to exceed amount from $150,000 to $550,000 for the term January 1, 2020 to December 31, 2023.

DISCUSSION / BACKGROUND

On January 7, 2020, the Board approved Agreement #4464 with Green Valley Mortuary Ltd.  Green Valley Mortuary provides transportation services for the Sheriff's Office and those counties contracted with El Dorado County for Morgue Services. The Sheriff's Office underestimated the number of transports contracted counties would need as part of our agreements to provide them with Morgue services.  As a result, funds need to be added to the contract.  Therefore, this Amendment I is to increase the not to exceed amount by $400,000 for the remainder of the contract period.  We have taken into account the combined monthly averages (roughly $10K-$12K per month) of El Dorado, Amador, and Alpine County transports to come up with the estimated increase needed to be added to the agreement.  The increased costs will be absorbed in the current budget and accounted for in future budgets.  Transportation costs for Amador and Alpine County are billed to the respective counties and revenue is received to off-set these costs.  Transportation fees for El Dorado County transports are billed to the mortuaries where families bury or cremate their loved ones.  El Dorado County does not recoup transportation fees from abandoned or indigent deaths handled in our morgue.  El Dorado County has received an estimated $103,000 in revenues for transports for bodies received at the Sheriff's Office Morgue since the ordinance was enacted.

FINANCIAL IMPACT

These costs are budgeted for in the Sheriff’s Office FY 20/21 budget, and will be in future fiscal years, therefore, there is no increase to net county cost.
