DISCUSSION / BACKGROUND

Funding Agreement Contract 5243 ("Agreement"), between the Air Quality Management District ("AQMD"), and the Richard F. Anderson and Cheryl L. Anderson Living Trust Dated November 16, 2006 ("Property Owners"), allows the Property Owners to install two (2) AQMD supplied electric vehicle chargers installed at their property at 6680 Orleans Street in Georgetown, with AQMD providing reimbursement for the full cost of installation up to a total of $7,000, based on current estimates.  This property is currently under a long-term lease with the County of El Dorado for use as the Library's Georgetown branch. Additionally, the Agreement provides funding for maintenance and repairs of the charging equipment up to $5,000 for up to ten (10) years provided the Library is a tenant of this property. The Library currently has several plug-in hybrid vehicles in use by its staff (and more are planned in future fiscal years), and has been requesting the installation of electric vehicle chargers to maximize the fuel efficiency of these vehicles. The Library and County Fleet are also planning on purchasing an electric Ford Transit bookmobile in FY 2021-22.  Other County departments, government agencies, and members of the public could also utilize these chargers.

 

AQMD has been working with the property owners, Library, County Facilities, and County Counsel to refine the details of the Agreement. This board item authorizes the Air Pollution Control Officer to execute the Agreement when all parties are satisfied with the conditions, and the property owner can move forward with the installation of the electric vehicle charging stations to provide the County with the infrastructure to maximize the efficiency of the plug-in hybrid fleet vehicles.  Due to the rising cost of electrical wiring and other construction commodities and the possible change in the required installation location on the property, AQMD is additionally asking for the Board's authorization for the Air Pollution Control Officer to execute any contract amendments needed to increase the reimbursement for the actual installation cost up to a maximum amount of $15,000.

 

ALTERNATIVES

The Board could decide not to allow the Air Pollution Control Officer to execute the funding agreement, the County's Library can continue to use only gasoline as the fuel source for their plug-in hybrid fleet vehicles, and the planned electric Bookmobile would not have an opportunity to charge while at the Georgetown Library.

FINANCIAL IMPACT

AQMD will finance the actual cost of the installation of the two (2) electric vehicle charging stations, as well as the actual cost of the maintenance and repair of the charging stations, up to a total of $12,000 of AB2766 vehicle registration fees ($20,000 if any contract amendments are needed for increased installation costs).  This type of expenditure is budgeted in the AQMD budget for FY 2020-21 and FY 2021-22 and maintenance costs will be budgeted in future fiscal year budgets.
