2) Reimbursement Agreement 5807 between the County and El Dorado Irrigation District for reimbursement of funds in the amount of $4,500 for the grant performance period that ends May 31, 2022 from the Fiscal Year 2018 Homeland Security Grant for the purchase of satellite phones.

DISCUSSION / BACKGROUND

On April 8, 2003, the Board created an Approval Authority to distribute Homeland Security Grant funds to local eligible entities.  This Approval Authority has approved the reimbursement of $32,000 to the City of Placerville from the Fiscal Year 2018 Homeland Security for the update to purchase Getac Tablets to be utilized by Placerville Police Department.  The Approval Authority also approved the reimbursement of $4,500 to the EID for the purchase of satellite phones for use when working in remote areas of the County.  Other projects approved by the Approval Authority needed to be modified and other projects were delayed therefore we have requested and have been granted an extension of the performance period of the 2018 Homeland Grant.  Homeland Security Grants normally have a three year performance period.  Our 2018 Homeland Grant extension request was approved in March of 2021 and will extend the grant performance period to May of 2022( the initial performance period would have ended in May of 2021).  Covid-19 was a factor in delaying projects that involved training which lead to the extension request.  Additionally, EID held off initially on buying satellite phones because they believed using the grant funding to buy laptops would be more beneficial earlier on in the performance period.  Ultimately, lap tops were purchased for EID on the 2019 Homeland Grant, and now EID is ready to buy the Satellite Phones.

 

The Approval Authority consists of representatives from the City of Placerville, and South Lake Tahoe Police Departments, the Sheriff’s Office, Public Health, and Fire Districts.

 

On June 23, 2015, the Board of Supervisors reaffirmed the creation of an Approval Authority to distribute the Grant funds at the local level.

 

The Homeland Security Grant program provides funding for planning, equipment, training, exercises and management/administrative costs to help fulfill one of the core missions of the Federal Department of Homeland Security by enhancing the country's ability to prepare for, prevent, respond to and recover from potential attacks and other hazards. The Grant is one of the main mechanisms in funding the creation and maintenance of national preparedness, which refers to the establishment of plans, procedures, policies, training, and equipment at the Federal, State, and local level that is needed to maximize the ability to prevent, respond to, and recover from major events such as terrorist attacks, major disasters, and other emergencies.

 

The disbursement of funds to the both the City of Placerville and EID was voted and approved by the Approval Authority on March 23, 2021 and December 11, 2017, respectively.

 

ALTERNATIVES

Failure to disburse funds would result in the inability of the Sheriff’s Office to administer the grant funds as approved by the State and the Approval Authority.

FINANCIAL IMPACT

There is no Net County Cost impact. Funding has been allocated to the City of Placerville and EID from the 2018 Homeland Security Grant.

One signed copy of the Agreement should be returned to the Sheriff’s Office for distribution to the City of Placerville and EID.
