DISCUSSION / BACKGROUND
The State of California Division of Boating and Waterways provides the Sheriff’s Office with an annual grant for an intervention program on the County’s lakes and waterways. As an extension of that program, the State also offers equipment grants for items above and beyond the cost of the day-to-day operation of the boat patrol program.
The State awarded the Sheriff’s Office funding in FY 19/20 toward the purchase of a new boat that would allow for patrol in multiple bodies of water. The goal was for the Sheriff’s Office to acquire a vessel that is be able to be utilized year-round in various bodies of water.
On January 28, 2020, Legistar # 20-0066, your Board approved and authorized the Sheriff to sign Grant Agreement C19L0602 in the amount of $100,000 for the performance period beginning when fully executed on February 20, 2020, and ending prior to November 30, 2020, for the purchase of a new patrol boat.
On August 4, 2020, Legistar # 20-0730, your Board approved and awarded Bid 20-120-058 to the low qualified bidder, Rogue Jet Boatworks, Inc. of White City, OR.
Due to the delays caused by the COVID19 pandemic, Rogue Jet Boatworks Inc., informed us that the process of building this new boat would take approximately 8 to 9 months. Therefore, the Sheriff’s Office requested and received informal approval from the Division Boating and Waterways to extend the performance period from ending on November 30, 2020, (Attachment C - pages 1 and 5) to ending on May 30, 2021 (Attachment B - page 1).
The purpose of this Board action is to formalize the request we made to the Division of Boating and Waterways to amend the grant performance period. This Amendment 1 changes the start and end date to: April 29, 2020 through May 30, 2021.
The boat has been built and was received by the Sheriff’s Office prior to May 30, 2021. A claim will be submitted after this signed Amendment 1 has been submitted to the Division of Boating and Waterways.

FINANCIAL IMPACT
There is no impact to Net County Cost. The State Division of Boating and Waterways will reimburse El Dorado County for 100% of the costs of the equipment, up to a maximum of $100,000, with no County matching requirement.
