DISCUSSION / BACKGROUND

Elevator maintenance and repair is a highly specialized and regulated service that the County has contracted out for over the past few decades.  Services include on-call emergencies and routine services that adhere to the State’s regulatory requirements that ultimately provide operating permit approval.  Without permit approval, the elevator must be taken out of service.

 

Pride Industries One, Inc. has provided a proposal that saves the County approximately 30% from our prior contractor and they’ve agreed to hold the routine fees over the contract’s term.  Should the Board approve, the agreement shall be established for five years and a not-to-exceed of $275,000.

 

In accordance with chapter 3.13, Section 3.13.030, the Board is also being asked to make findings that it is more economical and feasible to contract out for the necessary services as the work is not expressly identified in County job classifications and requires specialized certifications. Additionally, the contractor will provide the equipment, tools, materials, and reporting related to providing the work that may not be feasibly provided by the County.

 

ALTERNATIVES

The Board could decline this agreement and the Division shall be limited in addressing elevator issues and risk compliance with the Department of Industrial Relations (the regulatory entity over elevators).

FINANCIAL IMPACT

This has been budgeted for in the Division’s current Fiscal Year operating budget and will be included in future years.  There is no change to Net County Cost.
