Title

Health and Human Services Agency (HHSA) recommending the Board:

3) Authorize the HHSA Director, or designee, to execute further documents relating to Agreement 5836, including amendments that do not increase the maximum compensation, contingent upon approval by County Counsel and Risk Management.

 

FUNDING:  Various Housing and Homeless Program grants, including but may not be limited to COVID-19 specific grants.

DISCUSSION / BACKGROUND:

On July 27, 2021 (File ID 21-1178) the Board of Supervisors approved Agreement 5836 with Tahoe Coalition for the Homeless (TCH), to provide ongoing case management, and placement of individuals in need of non-congregate shelter (NCS), as well as food and miscellaneous items for those individuals placed in NCS. 

 

On August 14, 2021, the Caldor Fire started east of Omo Ranch in the County, resulting in mandatory evacuation orders in several communities on the West Slope of the County and into South Lake Tahoe. The clients being housed in NCS in Pollock Pines were evacuated to South Lake Tahoe, and subsequently were again relocated out of South Lake Tahoe upon mandatory evacuation orders there on August 30th.  Amendment 1 to Agreement 5836 increases the maximum obligation of the agreement from $150,000 to $410,000, thereby allowing for the cost of these services, including not only case management but also placement in NCS and miscellaneous support items. 

 

The Health and Human Services Agency (HHSA) is recommending the Board approve Amendment 1 to Agreement for Services 5836 which increases the maximum amount to $410,000 to ensure that medically vulnerable homeless residents can continue to receive case management and placement services through TCH for the duration of the agreement.

 

ALTERNATIVES:

Should the Board decline to approve this recommendation, insufficient funding to provide services under Agreement 5836 would occur.

FINANCIAL IMPACT:

This Agreement is funded with various Housing and Homeless Program grants, and sufficient appropriations were included in the Fiscal Year 2021-22 Budget.  In addition, HHSA will seek reimbursement from Federal Emergency Management Agency (FEMA) as appropriate.

 

CLERK OF THE BOARD FOLLOW UP ACTIONS

1) Clerk of the Board to obtain the Chair’s signature on two (2) originals of Amendment 1 to Agreement 5836.

2) Clerk of the Board to return a signed original Amendment 1 to HHSA, Contracts Unit.
