DISCUSSION / BACKGROUND

Pursuant to Public Resources Code Section 14581(a)(3)(A) of the California Beverage Container Recycling and Litter Reduction Act, CalRecycle is distributing Fiscal Year 2020-21 funds to eligible cities and counties, specifically for beverage container recycling programs, litter cleanup, and advertising/promotional activities.

 

Each county is eligible to receive a minimum of $10,000, or an amount calculated by CalRecycle on a per capita basis, whichever is greater. The per capita calculation is based upon the population as of January 1, 2020, in the unincorporated area of a County. Based on this criterion, El Dorado County would be eligible for a Payment Program award of $39,754.

 

In November 2020, Environmental Management Department submitted to CalRecycle a Funding Request Certification in the amount of $39,754 (Attachment A). This Payment Program is an entitlement program and does not have an associated grant agreement. The Funding Request Certification is the only document necessary to apply for and receive Payment Program funds. On June 8, 2021, CalRecycle approved the County’s Funding Request Certification and awarded the $39,754 (Attachment B), with funds to be expended by March 1, 2023 (Attachment C). The Board authorized submittals of these applications for a five-year period on April 21, 2020 (Attachment D).

 

The Environmental Management Department may use such funds for the purchase of beverage container recycling bins and supplies, including liners, bags, and gloves, for any one or more of the following locations:

• Parks and recreational areas within the County

• Elementary, middle, and high schools within the County

• County buildings

• Selected gas stations

• Providing bins for the Clean Tahoe program

 

Other projects and programs for which the funds may be utilized include:

• Litter cleanup activities on County roadways;

• The purchase and placement of signs for an Adopt-A-Roadway Program; and

• Advertising and promotional activities, including print advertisements, flyers, and posters, to promote the various County recycling programs.

 

In accordance with Board of Supervisors Policy A-6, the Board is the sole authority for accepting grant awards and approving grant agreements. After acceptance of a grant award and approval of the grant agreement, the Board may delegate authority to execute all documents, including, but not limited to, the grant funding agreement, amendments, request for payments, reports, and all other associated documents necessary to secure and implement the approved grant payment program.

 

In order to accommodate this grant funding, the FY 2021-22 budget will need to be adjusted as follows:

 

Budgeted revenues in the City County Payment Program Special Revenue Fund need to be increased in State: Other Revenue by $39,754, offset by an increase in appropriations in Operating Transfers Out to the Solid Waste budget in the same amount.  Additionally, revenues in the Solid Waste budget need to be increased in Operating Transfers In from the Special Revenue fund by $39,754, offset by an increase in appropriations in Special Department Expenses in the same amount.

 

ALTERNATIVES

The Board may deny the acceptance of these funds. This would result in Environmental

Management Department’s forfeiture of the funds awarded under this Payment Program. This funding opportunity provides for avenues in which the Environmental Management Department can increase services and provide recycling opportunities to the residents of the County.

FINANCIAL IMPACT

Approval of this item will add $39,754 in grant funding to the Environmental Management budget. There is no change in Net County Cost associated with this item. No matching funds are required for this Payment Program.

Obtain the Chair’s signature on the original budget transfer and forward the budget transfer to the Auditor/Controller for processing.
