Fiscal Impact/Change to Net County Cost:  Amendments will reduce Attorney compensation by 10% which is anticipated to achieve approximately $58,417 in savings in FY 2009-10.  This reduction has been included in the FY2008-09 budget addenda.
 
Reason for Recommendation:  On August 24, 2009, agenda item #4 (file number 09-1126) directed the Chief Administrative Office to prepare amendments to the agreements with each Conflict Panel Attorney to reduce compensation by 10%.  This action is required in order to meet the Net County Cost budget reduction that was imposed on every County department as a result of declining revenue and continuing economic decline.
 
The Amendments reduce compensation by 10% taking the monthy payment amount from $6,612 to $5,951 and will become effective with the November 1, 2009 payment to each attorney.  
 
Discussions are continuing with the Courts to review the total number of panel attorney's needed. If changes are recommended that will be brought to the Board at a latter date.
 
Action to be taken following Board approval:  
1.  Chairman will sign two copies of each amendment.
2.  Chief Administrative Office will process November payment at the reduce amount
3.  Chief Administrative Office will return one fully executed copy of the amendment to each respective attorney
