Fiscal Impact/Change to Net County Cost:   No Change.  The Agreement is funded by the Social Services allocation with required County match dollars met primarily with realignment resources.  Funds were budgeted for FY 2007-08, FY 2008-09, FY 2009-10 and the remainder will be budgeted for FY 2010-11.
 
Background:  Pursuant to Welfare and Institutions Code Sections 16501-16508, the El Dorado County Department of Human Services (DHS) is required to provide services that promote reunification of children and families in the County's Child Protective Services Program.  Agreement for Services 510-S0811 was approved and executed by the Board on April 22, 2008 for the provision of these mandated services on an "as requested" basis.
 
Reason for Recommendation:  The provision of therapeutic counseling and other related services continues to prove to be a successful tool for promoting reunification of families served by the Department of Human Services' Child Protective Services Program.  Contracting out to local vendors continues to be the most efficient and cost effective method of delivering these services to eligible DHS clients.  Services are accessed on an "as requested" basis and are provided in accordance with case plans authorized by the El Dorado County Superior Court system.  
 
Amendment I modifies the Scope of Services to clarify the requirements for written authorization of services and updates the Human Services Department address and contact information.  Contractor fingerprinting requirements have been added in the form of a new contract Article XXVIII.  These changes will result in contract terms that conform with the Department's current standard contract terms.  The increase in the maximum compensation is necessary due in part to the increase in the number of clients eligible to receive services and also due to the need to refer more clients to this contractor as there are fewer contractors currently available to provide these services.  Amendment I to Agreement for Services 510-S0811 will be effective upon execution and the term remains February 29, 2008 through June 30, 2011, with a total not-to-exceed compensation of $1,250,000 during the 40-month term.
 
Purchasing Agent Recommendations:  The Purchasing Agent has reviewed the Department's request to amend its contract with Progress House and has determined that it is more appropriate to do an amendment versus developing a new contract.  The Department coordinated outside review of the Contractors' qualifications during the initial contract development process.  The outside reviewer concurred that the Contractor is qualified and able to perform the needed services.  The Purchasing Agent has determined that it is appropriate to dispense with a competitive selection process in order to continue with the needed services.
 
Action to be taken following Board approval:
1.  Board Clerk's Office to return one (1) original executed Agreement to the Department of Human Services at Briw Road.
2.  Department to distribute as appropriate.
