Adoption of Resolution approving the Georgetown Divide Recreation District Park Impact Fee Study and Park and Recreation Impact Fees. (Cont'd 10/20/09, Item 21)
FUNDING: Development and Impact Fees.
Resoltuion 236-2009
Body

Fiscal Impact/Change to Net County Cost: There will be no impact to the General Fund. Fees are levied upon new development and are collected by the Development Services Department.

Background: Pursuant to California Government Code, El Dorado County Ordinance No. 4404 and Resolution 217-97 which authorizes park and recreation impact fees adopted by the Board, the Georgetown Divide Recreation District (District) has submitted their Park Impact Fee Nexus Study for County review and authorization. As a part of the County's review said district is required to submit, in addition to the Report, a certified copy of the Districts' Resolution approving the Report, request for development impact fees and a copy of the public notice as it appeared in the local newspaper. After reviewing the documentation submitted by the district, staff requests that the Planning Commission review the Report for a "finding of Consistency" with the General Plan. Upon such finding, staff then requests a public hearing with the Board for review and approval of the Report and request for development impact fees. Upon approval from the Board, Development Services is notified and requested to collect the development impact fee for each building permit issued within the boundaries of said district.

Reason for Recommendation: The Georgetown Divide Recreation District has never collected impact fees. This will be a new fee for the District and they are requesting a phased in Park Impact fee schedule. The District is requesting that the Board adopt and implement the following development fee schedule for the District:

Residential Jan 1, 2010 Jan 1, 2011 Jan 1, 2012 Jan 1, 2013 Jan 1, 2014

Single-Family $1,000 $2,000 $3,000 $4,000 $4,245
Multi-Family $...
