Fiscal Impact/Change to Net County Cost: Funding for equipment rentals is included in the Road Fund budget for fiscal year 2009-2010 and will be included in the budget of subsequent years covered by this Agreement.

Background: The Department of Transportation has equipment rental agreements with several equipment rental companies for use as necessary to support operations. The equipment owned by the County is always used as a priority and equipment is only rented when equipment that is owned is not sufficient to perform the necessary work.

Reason for Recommendation: The Department of Transportation has a current Agreement in the amount of $50,000 for rental of road maintenance equipment with Neff Rental, Inc. The original Agreement, which was signed by the Purchasing Agent on March 4, 2008, expires on February 28, 2011.

With the purchase of an asphalt milling machine this year, the Department has been able to accomplish a high volume of asphalt patching. In order to maximize the productive capacity of the milling machine, it has been necessary to add a roller to the milling and patching operation. The rental of an additional roller has depleted the balance of the Neff Rental Agreement making it necessary to increase the not to exceed amount of the Agreement by $50,000 to ensure sufficient funds are available for the duration of the Agreement.
