Title: Human Services Department recommending the Board authorize the Chairman to sign Agreement 186-M1011 with the County of Marin, as Host Entity, for the term July 1, 2009 through June 30, 2011 to enable El Dorado County to participate in and receive federal revenues for Medi-Cal Administrative Activities (MAA) and Targeted Case Management (TCM) services; and authorize the Director of Human Services, or successor, to execute documents related to said Agreement , including amendments thereto contingent upon approval by County Counsel and Risk Management, that do not affect the term. Fiscal Impact/Change to Net County Cost: No change.
Marin County, as the State-designated MAA/TCM Host Entity, is entitled to receive an annual participation fee, which covers program administrative costs and is determined annually on a usage-based sliding scale. The annual MAA/TCM Participation Fee is estimated and budgeted at $20,000 per fiscal year and will be paid from existing program revenues.

Reason for Recommendation:
El Dorado County participates in the federal Medi-Cal Administrative Activities/Targeted Case Management (MAA/TCM) Program. The California Department of Health Care Services (DHCS) administers the Program and requires that all counties contract with one “host” entity in order to participate in and receive revenues under the MAA/TCM Program. Marin County is the current designated Host Entity. The Department of Human Services acts as the El Dorado County liaison for receipt of MAA/TCM revenues (averaging $850,000 annually).
