Fiscal Impact/Change to Net County Cost: State of California Emergency Management Agency will reimburse El Dorado County up to $88,679.57, a 15 percent or $14,127.00 reduction of the original contract amount.

Background: On May 12, 2009, the Board of Supervisors adopted Resolution 093-2009 authorizing the Chief Administrative Officer to sign Standard Agreement 6100-8 with CalEMA in an amount up to $102,816.57, the total salary and benefits costs for a Sr. Planner, enabling a Development Services Sr. Planner to assist CalEMA in designing and directing research projects related to the suppression, intervention and prevention of gang and youth violence. Subsequently, the Governor of the State of California signed Executive Order S-09-09 reducing all external State contracts by 15 percent.

Under the contract amendment, the Development Services Department will continue to invoice CalEMA monthly for the full cost of the Sr. Planner position. When the new contract amount has been invoiced in full, the contract term will end. Prior to the termination of the contract, Development Services will work with the Chief Administrative Office to determine the financial impact on the Department. If necessary, the Sr. Planner has agreed to take voluntary furlough days to offset the contract reduction.
