Sheriff's Office recommending the Board authorize the Sheriff to sign the operating Memoranda of Understanding (MOU) with the California Highway Patrol (CHP), and the County's Probation Department establishing the West El Dorado Narcotic Enforcement Team (WENET) Task Force.

Fiscal Impact/Change to Net County Cost: There is no fiscal impact. The grant funding of $152,000 has been included in the Sheriff's FY2009-10 budget.

Background: In 2006, the El Dorado County Sheriff's Office became a sub-grantee of the Cal-MMET grant that is administered by Yolo County. At the time, the South Lake/El Dorado Narcotic Enforcement Team (SLEDNET) Task Force was established as required by the grant. However, since that time, the Sheriff's Office has determined that the majority of the County's narcotics enforcement activities occur on the West Slope of the County. As a result, the Sheriff's Office decided to withdraw from the SLEDNET Task Force, and focus enforcement activity and funds on the County's West Slope. However, as required by the grant, the establishment of a multi-jurisdictional task force is necessary. WENET is the task force being established between the Sheriff's Office, CHP and Probation Department.

Reason for Recommendation: To establish a WENET Task Force as required by the Cal-MMET grant. A Fixed Asset list is attached to this agenda item to list the type of equipment that the Cal-MMET grant has authorized for purchase.

The funding from the grant of $152,000 is in the Sheriff's Department budget. The Probation Department has agreed to participate in the task force however, their involvment will be limited due to insufficient funding to cover the cost of staffing.
