DISCUSSION / BACKGROUND:

In 2004, California voters passed Proposition 63, the Mental Health Services Act (MHSA), which designates funds to provide a broad continuum of services, including community services and supports, prevention and early intervention services, capital facilities and technology, innovation projects, and workforce training.  MHSA requires county mental health programs to develop Program and Expenditure Plans every three fiscal years. On June 9, 2020, the Board adopted El Dorado County’s MHSA Three-Year Program and Expenditure Plan covering fiscal years 2020-21 through 2022-23.

 

Community Services and Supports (CSS) is one of the several components of the County’s MHSA Three-Year Plan that addresses the community’s mental health needs.  Adult Full Service Partnership is a project of CSS, and to implement the project the Board approved Agreement 862 (456-S1411) on May 13, 2014 with Summitview Child & Family Services (SVCFS) for the provision of adult residential treatment in an Adult Residential Facility (ARF). 

 

The Board approved Amendments 1 and 2 to Agreement 862, which increased the maximum obligations accordingly, and extended the original contract terminations through June 30, 2020 and June 30, 2021, respectively. The Board approved Amendment 3 as well, which increased the maximum obligation again, but also extended the term date one last time to June 30, 2022 with the understanding that SVCFS would close its doors and would no longer operate its facility past that date.

 

In preparation for SVCFS’s contract termination in 2022, the County released Request for Proposal No. 21-952-041 on May 21, 2021 for an entity to start up an in-county Adult Residential Facility with at least six beds to be reserved for County clients.  On August 31, 2021, the Board awarded said proposal to Compassion Pathway Behavioral Health LLC (CPBH) for new adult residential services in a Social Rehabilitation Facility (SRF). Thus, Agreement 6133 is the Health and Human Services Agency’s (HHSA) proposed contract with CPBH to start up an in-county SRF. 

 

ARFs and SRFs, like the one proposed by CPBH, facilitate the movement of Behavioral Health Clients from restricted living environments to less restricted, independent-living in the community.  To meet the demand for client ARF and SRF placements, the County contracts with adult residential facilities in and out-of-county; however, as mentioned above, the sole in-county ARF provider will be ceasing business.  Therefore, HHSA will soon be dependent on out-of-county placements that historically have limited bed availability, resulting in long wait times for client admissions.

 

By contracting with CPBH for the start up of an in-county facility, the County will soon have access to six dedicated beds on the West Slope of El Dorado County.  Having an in-county facility will ease the transition of clients to more independent living in their own community.

 

Agreement 6133 with CPBH is solely for the start up of the in-county SRF with a projected operational date of July 1, 2022.  HHSA will bring an Agreement to the Board for the facility’s services within thirty days of the SRFs operational date to ensure a smooth transition of Clients into the new facility, and back into the community of their residence.

 

ALTERNATIVES:

Should the Board decline to approve this recommendation, HHSA would continue to provide adult residential services through existing contracts with out-of-county vendors.  This alternative is not ideal, however, as clients will not be receiving services in their county of residence, which is preferable for their successful transition back into the community.

FINANCIAL IMPACT:

There is no Net County Cost associated with this agenda item as the agreement is funded by Mental Health Services Act funding.  Sufficient appropriations were included in the Fiscal Year 2021-22 Budget.
