Health and Human Services Agency (HHSA) recommending the Board:
1) Make findings in accordance with El Dorado County Ordinance Code, Chapter 3.13.030 (c) that the limited timeframes, temporary or occasional nature, or schedule for the project or scope of work, the ongoing aggregate of work to be performed under Agreement 6246 is not sufficient to warrant the addition of permanent staff;
2) Approve and authorize the Chair to sign Funding Agreement 6246 with El Dorado County Community Health Center, for the provision of supporting COVID-19 reopening and recovery activities, with a maximum contractual obligation of $125,000 for the term of execution through June 30, 2023; and
3) Authorize the Health and Human Services Agency Director or their designee to execute further documents relating to Agreement 6246, including amendments which do not increase the maximum dollar amount or term of the Agreement, and contingent upon approval by County Counsel and Risk Management.
FUNDING: 100% Federal funding received from the California Department of Public Health (CDPH) for the Epidemiology and Laboratory Capacity (ELC) COVID-19 Enhancing Detection Expansion Funding, under the Coronavirus and Relief Supplemental Appropriations Act, 2021.

DISCUSSION / BACKGROUND:
On March 2, 2021, El Dorado County Public Health received a direct funding allocation letter from the California Department of Public Health (CDPH) regarding expansion funding through the Coronavirus Response and Relief Supplemental Appropriations Act of 2021, P.L. 116-260, to provide additional support as we continue to address COVID-19 within our communities. The funding term is January 15, 2021 to July 31, 2023. El Dorado County, as the primary recipient of the allocation, has identified needs that fall within the scope and purpose of the allocation and which are provided through local health care organizations. A plan was developed with the intent to sub-award funds to community partners for the purposes of supporting local organizations and their services so that we can cumulatively enhance capacity for infection control and prevention of COVID-19 as well as other emerging infectious diseases.
El Dorado County Community Health Center (CHC) is an integral partner that provides services within the community related to COVID mitigation and recovery. This funding will be utilized by the CHC to support costs related to personnel, equipment, supplies and activities that support care coordination and community outreach. These activities seek to ensure increased access to services, with the goal of improving the health and wellness of the most vulnerable in our community and to promote recovery from infectious diseases through a variety of infection control and prevention measures and activities.
In accordance with Board of Supervisors Procurement Policy C-17, Section 7.11, the contractor selection process for service contracts in excess of $100,000 must include a review of the scope of services and contractor’s professional qualifications by a group of individuals (including at least one representative from outside the department requesting the services) qualified to judge the contractor’s ability to perform the services. HHSA has documentation on file that such a review was performed.
ALTERNATIVES:
Should the Board decline to approve this funding agreement, HHSA will need to amend submitted budget and workplans, or return the allocated funds to the State. In addition, HHSA would not be able to support the El Dorado Community Health Center, and they would lose access to funding that is intended to support their costs related to personnel, equipment, supplies, and activities to support care coordination and community outreach.

FINANCIAL IMPACT:
There is no Net County Cost associated with this agenda item. Sufficient appropriations were included in the Fiscal Year 2021-22 Budget. Funding is covered 100% by Federal Epidemiology and Laboratory Capacity (ELC) COVID-19 Enhancing Detection Expansion Funding, under the Coronavirus and Relief Supplemental Appropriations Act, 2021.
