Upon approval, Agreement term will continue from July 1, 2022, through June 30, 2023;

2) Approve and authorize the Chair to sign Amendment I to Agreement for Services 3892 with Placer to increase the amount of the contract by $22,375 for a total not to exceed amount of $68,000; and

DISCUSSION / BACKGROUND

The County of El Dorado has currently one established Juvenile Detention Facility, the Juvenile Treatment Center in South Lake Tahoe, for the temporary or long-term commitment of youth detained in accordance with the provisions of the California Welfare and Institutions Code.

 

Placer County (Placer) has an established Juvenile Detention Facility and can provide beds, as-needed, if space is available, to El Dorado court-ordered detained and/or Probation Department (Probation)-authorized youth.

 

The initial term of Agreement 3892 (Agreement) was from May 1, 2019, through June 30, 2020, and the agreement renews automatically for succeeding periods of one (1) year unless otherwise terminated.

 

Pursuant to Board of Supervisors Policy C-17, Procurement Policy, Section 4.5, Contract Term, "Departments must obtain authorization from the Board of Supervisors, initially, and on an annual basis, to utilize any contract that does not have a stated contract term.”

 

El Dorado County may place youth in the Placer Facility at the per diem rate of $125 for each 24-hour day or a portion thereof. Current not-to-exceed amount of Agreement 3892 is $45,625. Agreement 3892 has been in place since May 1, 2019, and has been utilized throughout. Probation and Placer wish to increase the not-to-exceed amount so Placer may continue to serve El Dorado youth as needed.

 

As this Agreement and its Amendment I were drafted by Placer, Placer requires that their County’s signatures be the final ones on the Amendment. Probation respectfully requests the El Dorado County Board of Supervisors to allow the Chair to sign this Amendment prior to Placer County.

FINANCIAL IMPACT

Continuation of the perpetual agreement has no additional fiscal impact. The Probation Department includes funding for outside placement of juveniles in its operating budget each year, however the need is variable.

 

CLERK OF THE BOARD FOLLOW UP ACTIONS

1) Obtain signature of Chair on three (3) originals of Amendment I to Agreement 3892.

2) Forward two (2) fully executed documents to the Probation Department for finalization and distribution to vendor.
