DISCUSSION / BACKGROUND:

On May 4, 2021, under Board Item 21-0220, Agenda No. 15, the Board adopted Resolution 037-2021 which authorized the County of El Dorado (County) Health and Human Services Agency (HHSA) Director, in partnership with the City of Placerville (City), to apply for and accept the Community Development Block Grant - Coronavirus (CDBG-CV) Rounds 1, 2, and 3 funding, administered by the California Department of Housing and Community Development (HCD). The Board authorized the HHSA Director to accept a County allocation award estimated to be $1,829,794 and a City allocation award estimated to be $421,363, and to execute any subsequent amendments to the funding agreements as required by HCD.

 

Under Item 21-0220, HHSA was also authorized by the Board to act as the Administrative Entity for the City of Placerville’s CDBG-CV allocation award in the amount of $421,363 and to execute Memorandum of Understanding 5627, whereas the City agreed to combine their CDBG-CV funding allocation with the County's allocation to fund a Transitional Supportive Housing project. In addition, the City Council of the City of Placerville executed Resolution 8957 on April 13, 2021, authorizing the County to act as the Administrative Entity and lead agency for the CDBG-CV funding. The executed resolutions and MOU were submitted to HCD with the County's CDBG-CV grant application, requesting that HCD combine the City and County CDBG-CV funding allocations, if awarded, with the intended joint purpose of housing acquisition/rehabilitation of a mutually endorsed in-County property that will be dedicated to homeless supports.

 

On October 25, 2021, HCD awarded the County and City's joint CDBG-CV grant funding application, combining Rounds 1, 2 and 3, with Funding Agreement 20-CDBG-CV2-3-00154. The Agreement included the County's allocation award of $1,829,794 and the City's allocation award of $421,363, for a total grant award of $2,251,157. This Agreement was fully executed between HCD and the County on November 9, 2021, for the term of execution through November 9, 2023.

 

After execution by HCD, HCD requested an amendment to Funding Agreement 20-CDBG-CV2-3-00154 to remove the City of Placerville as a party to the Agreement, as the County is the Administrative Entity for the CDBG-CV funding and is responsible for administering the combined $2,251,157 funding award. As authorized by the Board on May 4, 2021, under Item 21-0220, HHSA submitted the amendment to the CDBG-CV Funding Agreement to HCD on February 8, 2022. Thereafter, on April 5, 2022, HCD provided further guidance requesting a ratification Resolution authorizing the County to accept and administer the amended Agreement to increase the funding amount to include the allocation from the City of Placerville and to remove the City of Placerville as a party to the Agreement. The City of Placerville approved this removal request and executed Exhibit F of the amended Agreement. HCD requires the ratification Resolution to be adopted by the County Board and submitted to HCD at the earliest date possible. As a result, HHSA processed the ratification Resolution for the next available Board Agenda.

 

The original Board Resolution 037-2021 shall remain in effect except that the dollar amount in Section 1 specified as $1,829,794 shall be amended and replaced with $2,251,157.

 

ALTERNATIVES:

Should the Board decline to adopt and sign the ratification Resolution or decline to accept and administer the combined County and City funding allocation, HHSA will not be awarded a total of $2,251,157 in Federal funding through the CDBG-CV program.

OTHER DEPARTMENT / AGENCY INVOLVEMENT:

The ratification Resolution was approved by County Counsel.

The CDBG-CV Agreement Amendment was approved by County Counsel and Risk Management.

The City of Placerville (City Manager) executed Exhibit F of the Agreement Amendment.

 

CAO RECOMMENDATION:

Approve as recommended.

 

FINANCIAL IMPACT:

There is no Net County Cost associated with this Agenda item. There is no impact to County General Fund and this funding is included in the Fiscal Year 2022-23 Recommended Budget.
