DISCUSSION / BACKGROUND

There is an interest in allowing food trucks on County property to serve El Dorado County government center visitors as well as patrons of the County Library in Placerville.  Historically food trucks have fallen under County Ordinance Chapter 5.10 - County Property Vending Licenses.  While not all sections of the Ordinance are consistent with food truck vendors, County Counsel has previously advised that a competitive process for food truck vendors should be utilized to award license agreements with the top-ranked respondents before allowing food trucks to conduct business on County property.

 

A draft Request for Proposals has been included with this item for the Board's review, which includes a draft license agreement that would be negotiated with each of the top-ranked respondents.  The food trucks would be operating from within County parking lots and are self-contained.  With your Board's approval of this request, Procurement and Contracts staff will conduct the competitive process and facilitate the evaluations for this Request for Proposal, and the Purchasing Agent will have the authority to sign the resulting license agreements with the top-ranked respondents.     

 

ALTERNATIVES

The Board could find that food trucks are not needed nor appropriate for conducting business on County property and the Request for Proposals would be cancelled.
