Probation Department recommending the Board:
1) Delegate authority to Brian Richart, Chief Probation Officer, to execute the retroactive grant Agreement 7460-CA MOBILE CRISIS (BHJIS)-EL DORADO-01G (FENIX 6646) with Advocates for Human Potential, Inc., to receive grant funding in the amount of $172,960, for the Behavioral Health Justice Intervention Service Project, for a retroactive term of February 15, 2022, through February 14, 2023; and
2) Authorize the Chief Probation Officer, or Deputy Chief Probation Officer, to administer any subsequent administrative documents, including any required fiscal and programmatic reports.
FUNDING: Behavioral Health Justice Intervention Service (100%).

DISCUSSION / BACKGROUND
On February 28, 2022, the Probation Department (Probation) was notified it had been awarded funding for the Behavioral Health Justice Intervention (BHJIS) Program in the amount of $172,960 for the retroactive term of February 15, 2022, through February 14, 2023. Funds may be used for a wide array of collaborative planning and development activities, training, implementation, reentry support, and diversion strategies.
The Probation Department (Probation) proposes to use the funding for connections to treatment, thereby reducing justice system involvement for individuals with substance use disorders and/or serious mental illness. This will be achieved through staffing with partner agencies to routinely collect, input, and analyze required data elements as part of usual business operations; and developing a technology plan and scope of work that will enable system partners to receive real-time notifications of individuals with a positive mental health screen who are booked into custody.
On April 5, 2022 (File 22-0447, Agenda #25), the Board accepted the grant funding per the Award Letter dated February 28, 2022, from the California Department of Health Care Services (DHCS) for the BHJIS Project. On behalf of DHCS, Advocates for Human Potential, Inc. (AHP) is administering the BHJIS grant.
Probation has completed all tasks that predate execution of the Agreement and required Progress Reports to AHP have been completed to date.
Probation received the draft Agreement from AHP on April 27, 2022. The Agreement was processed and scheduled for retroactive approval by the Board as soon as practicable after that date.
ALTERNATIVES
Failure to approve the contract would prevent Probation from receiving $172,960 in BHJIS grant funds.

FINANCIAL IMPACT
The Agreement provides funding to help local communities address critical intervention points through which individuals with mental and substance use disorders can be diverted from criminal justice involvement.
There is no increase to Net County Cost. This is a revenue agreement.
