Fiscal Impact/Change to Net County Cost:
The additional revenue of $20,000 from Substance Abuse Treatment and Testing Accountability Act (SATTA) for the Proposition 36 Program; and $9,000 from SB 1808 for the Substance Abuse Offender Treatment Program (OTP) will increase the revenue and appropriations and shall have no impact or change to Net County Cost.  
 
Reason for Recommendation:
The Health Services Department - Public Health Division (PHD) is the lead agency that holds responsibility for the implementation and ongoing oversight of both the Substance Abuse Treatment and Testing Accountability Act (SATTA) for the Proposition 36 Program, and the Substance Abuse Offender Treatment Program (OTP).  
 
Probation has agreed to perform drug testing of probationers who are subject to the Prop 36 Program, in accordance with MOU #759-M0911, between Public Health Division and Probation.  The PHD has received notice from State Department of Alcohol and Drug Programs (SDADP) that additional SATTA funds are available to the County, and PHD has determined these additional funds shall be most appropriately applied toward the services provided by Probation pursuant to MOU #759-M0910.
 
The Probation Department has agreed to perform enhanced supervision activities for those persons eligible for the Substance Abuse Offender Treatment Program (OTP) pursuant to MOU #785-M0910.  
 
Action to be taken following Board approval:
 
Chairman of the Board to sign attached Budget Transfer authorizing the Auditor/Controller to process the budget transfer.
