Fiscal Impact/Change to Net County Cost: No increase in net County cost. It is anticipated that this change will result in overtime savings.
 
Background: Currently, hours worked for overtime purposes includes many leaves (sick leave, vacation, etc.) which are not required by law. This practice was, at one time, essentially consistent with overtime as defined for many bargaining units.
 
Reason for Recommendation: The definition of overtime has been modified for many bargaining units to restrict the use of leaves in determining payment of overtime. This amendment would create consistency in the definition of overtime between unrepresented and represented employees.
 
Action to be taken following Board approval: The Human Resources Department will implement this amendment, notify all County departments, and the Payroll Division of the Auditor's Office.
