Fiscal Impact/Change to Net County Cost: There is no change in Net County Cost, funding is available in the CSA #10 Solid Waste budget.

Background: The annual Air Quality Management District Permits for the Union Mine Disposal Site require ongoing, extensive analysis of the landfill gas control system, monitoring of landfill surface gas and perimeter probe testing at and around the site, and monthly reporting on the results of these activities.

Reason for Recommendation: The scope of work proposed by Field Solutions, Inc. will enable the Department to test, report and comply with the annual Air Quality Management District permits for the next three years. There are 23 landfill gas extraction wells that must be monitored monthly to meet the permit-required parameters. In addition, quarterly tests and reports are required for landfill surface gas emissions and perimeter probe testing to meet the permit requirements.
