REASON FOR RECOMMENDATION: Some of the nine snow blowers used by the Department of Transportation in Tahoe are quite old; however, it is not feasible for the Department to replace them at this time at a cost of $600,000 each. In the course of snow removal operations, snow blower axles sometimes break. It is not possible to purchase replacement axles for the aging equipment as the existing axle systems are no longer manufactured. Consequently, when replacing axles, it is necessary to upgrade to a new system of axles. The Department of Transportation has determined it would be prudent to replace and upgrade the axle systems on two of its snowblowers as a preventive maintenance measure. The axles that will be removed will be retained as emergency back up replacements for other snow blowers in the event an axle should break.

The axle assemblies are heavy equipment parts and fall under the exemption from competitive bidding provision in Board of Supervisors resolution #142-2001; however, the Department of Transportation solicited quotes for the purchase of four new snow blower axles, and Kodiak America is the only vendor that produce...
