Fiscal Impact/Change to Net County Cost:
No impact to Net County Cost. The required 20% local cash or in-kind match for the grant will be provided by the El Dorado County Community Health Center.
Background:
The County Medical Services Program (CMSP) is authorized by Code to provide for specified health services to eligible County residents. Counties are responsible for provision of basic health care to medically indigent residents. The El Dorado County Health Services Department receives funding for and administers the CMSP under provisions of an MOU with the Statewide CMSP Governing Board. Human Services determines eligibility, issues benefits and provides case management for CMSP clients.
Reason for Recommendation:
The El Dorado County Community Health Center (EDCCHC) is applying for a County Medical Services Program (CMSP) Pilot Project planning grant to develop a plan to create a healthcare “pathway” for the El Dorado County’s homeless to encourage and enable them to access basic health care through CMSP, using volunteer “ambassadors” to help guide the homeless to appropriate primary and preventative health care, thus reducing the incidence of Emergency Room visits and Emergency Medical Services rides.
