The El Dorado County Board of Supervisors approved Resolution 308-2007 authorizing the Recorder-Clerk to collect one dollar ($1) for every instrument, paper or notice required or permitted by law to be recorded to establish regulations for an Electronic Recording Delivery System (ERDS). Every year since FY 2004/2005 the Board of Supervisors has approved and signed the Memorandum of Understanding with the State of California Department of Justice for development of the regulations and oversight of the Electronic Recording Delivery System (ERDS), and has authorized payment of our pro-rata share based upon the number of documents recorded each year.
 
ERDS will enable title companies, title insurers, institutional lenders, and other government agencies to become "authorized submitters", who may send images of original paper documents for recording, adding efficiency to the process.  
 
The attached resolution authorizes the Recorder or designeed to represent the County on the Board of Directors of the California Electronic Recording Transaction Network Authority (CERTNA), a JPA that was created to develop, operate, and maintain a multi-county ERDS, conduct all negotiations and execute and submit all necessary documents to establish and maintian ERDS, execute addendum #5 to the CERTNA JPA agreement, pay the County's per document membership fee, and assess a fee upon entities seeking to participate as "authorized submitters".
