Human Services Department recommending the Board authorize the Chair to sign a Memorandum of Understanding with the Area 4 Agency on Aging for provision of Health Insurance Counseling and Advocacy Program (HICAP) services in El Dorado County during the period July 1, 2010 through June 30, 2016.

Area 4 Agency on Aging receives direct funding of approximately $50,000 annually from the California Department of Aging for the provision of HICAP services in El Dorado County.
 
Reason for Recommendation:
The Health Insurance Counseling and Advocacy Program (HICAP) is a volunteer-based program that offers Medicare beneficiaries and those imminent of becoming eligible for Medicare with consumer counseling and advocacy as to Medicare, private health insurance, and related health care coverage plans such as Medicare supplemental policies.  This HICAP MOU defines the terms and conditions under which the Area 4 Agency on Aging (PSA 4) will administer and provide oversight of HICAP services in El Dorado County (PSA 29), San Joaquin County (PSA 11) and PSA 4 during the six-year period July 1, 2010 through June 30, 2016. The current MOU with PSA 4 for HICAP services expires June 30, 2010.
 
State funds for this service are received and administered by Area 4 Agency on Aging (PSA 4) and cover all anticipated program costs.  With State approval, PSA 4 has provided HICAP services in El Dorado County for over twenty years because the County funding allocation for HICAP is not sufficient for DHS to administer these services directly (approximately $50,000 annually).  
 
Action to be taken following Board approval:
Board Clerk to provide Human Services at Briw Road, with seven (7) copies of the HICAP MOU.
Human Services to distribute as appropriate and return one fully executed MOU to the Board Clerk.
