REASON FOR RECOMMENDATION: At the request of the Department of Transportation, the Procurement and Contracts division issued an Invitation to Bid #09-288-124 for the purchase of Polymer Modified Rejuvenating Emulsion for the West Slope of El Dorado County. The emulsion is used for repairing and maintaining roads throughout the County. On June 30, 2009, item #07, the Board of Supervisors awarded Bid #09-288-124 to the low qualified bidder Telfer Oil Company in the amount of $600,000.00 for a twelve month period expiring on July 12, 2010. BP20100008 still has over $250,000.00 available for purchases.

The Procurement and Contracts Division requested a twelve month extension, and Telfer Oil Company has agreed to the extension under the same terms and conditions of the original bid. Board of Supervisors Policy C-17 allows the Purchasing Agent the option of issuing a one year extension for competitively bid goods and services if agreed upon between the County and the vendor. These extensions allow the County to take advantage of the prior year low bid pricing. A comparative market analysis is attached for your review.
