Department of Transportation recommending Board authorize the Director of Transportation to sign and submit two (2) original Federal Financial Assistance Award Domestic Grant Documents 10-DG-11051900-027 (AGMT 10-53011) with the United States Department of Agriculture Forest Service Lake Tahoe Basin Management Unit for grant award execution and any modifications that do not change the total dollar amount of said AGMT 10-53011 in the amount of $2,175,000.00 for a term through June 30, 2015 for various Erosion Control Projects located in the Tahoe Basin.

Fiscal Impact/Change to Net County Cost:
Grant funding in the amount of $2,175,000.00 from the United States Department of Agriculture (USDA) Forest Service. There is no net cost to the County General Fund associated with this agenda item.
Background:
On February 22, 2010, the County of El Dorado (County) submitted a grant proposal to the USDA Forest Service under the Southern Nevada Public Land Management Act (SNPLMA) Round 10 Lake Tahoe Basin Management Unit to fund the following Erosion Control Projects located in the Tahoe Basin:

The funds require a one (1) to one (1) programmatic match, which the County will attain via existing California Tahoe Conservancy (CTC) funds already received and programmed, Tahoe Regional Planning Agency (TRPA) mitigation funds received, and through the County's National Pollutant Discharge Elimination System (NPDES) program.
Reason for Recommendation:
This Grant Award Document will fund various stages of Project planning and implementation and continue the County’s ongoing Environmental Improvement Program (EIP) efforts as described within the Board adopted 2010 5-Year Tahoe Environmental Improvement Program.
Delegation of signature is requested for the Director of Transportation to facilitate processing of the Grant Award Document and any future grant modifications that do not change the total dollar amount within the Award Document subject to review and approval by County Counsel.
Action to be taken by the Department following Board approval:
1) Director of the Department of Transportation to sign the two (2) originals of the Award Document and any future modifications.
2) The Department will forward two (2) originals to the USDA Forest Service for full execution.
