Fiscal Impact/Change to Net County Cost:  None.  Federal one-time grant funding has been included in the Department's FY2010-11 budget for these purchases. The funding must be expended by September 30, 2010.  Funding was originally authorized in late FY 2009-10 however there was insufficient time to process a bid and receive the purchases before June 30, 2010 so the funding has been carried forward to FY 2010-11.
 
Background:
On September 23, 2008, the Board adopted Resolution 259-2008 authorizing execution of Contract 08-85437 with the California Department of Public Health in the amount of $2,626,000 for operation of the Supplemental Food program for Women, Infants and Children (WIC) during the three-year term October 1, 2008 through September 30, 2011.  On March 9, 2010, the Board adopted Resolution 025-2010 authorizing execution of Amendment 1 to Contract 08-85437, reflecting an increase of $417,000, including One-Time funding for improving access to WIC services that must be expended by September 30, 2010.
 
Reason for Recommendation:
The Supplemental Food Program for Women, Infants and Children (WIC) received a one-time allocation for Federal Fiscal Year 2009-10 that must be expended by September 30, 2010.  This funding enables WIC to replace an unreliable 2004 vehicle with a 4-WD SUV that is necessary to transport WIC staff and equipment to provide services at outlying sites and to purchase systems furniture workstations to maximize use of limited space and protect client confidentiality to address compliance with issues raised by State WIC in a recent site visit.  The California Department of Public Health, which administers WIC, has approved the use of FFY 2009-10 one-time funds to purchase the systems furniture and the vehicle, which must be Department-owned rather than fleet-owned due to funding source requirements.
 
These fixed asset items were included in the Department's FY 10-11 Recommended Budget approved by the Board on June 22, 2010.  Pursuant to Government Code section 29124, Board approval is required to purchase fixed assets prior to the adoption of the Final Budget.
