Fiscal Impact/Change to Net County Cost: There is no net cost to the County's General Fund associated with this agenda item.

Reason for Recommendation:
The Department of Transportation is recommending Board approval of these two (2) Resolutions to authorize the Director of Transportation to order temporary road closures and detours to maximize worker safety and minimize any inconvenience to the traveling public, residents and business owners in the project area.

Pursuant to Streets & Highways Code Section 942.5, the Board of Supervisors is authorized to close a county highway during construction, improvement, or maintenance operations thereon, and pursuant to Streets & Highways Code Section 942.6, the Board of Supervisors is further authorized to delegate such power to the Road Commissioner, i.e., the Director of Transportation.

Pursuant to California Vehicle Code Section 21101 (e), the Board of Supervisors is authorized to temporarily close a portion of any street for the safety and protection of persons who are to use that portion of the street during the temporary closing.

Mosquito Road Bridge at South Fork American River (# 77120):
Order the temporary closure of Mosquito Road and Bridge, and establish an alternate access route/detour for traffic use. The anticipated closure period will be ten (10) weeks maximum, during late July to early October 2010, for all of the planned asphalt concrete and timber replacement, and all related activities.
