Fiscal Impact/Change to Net County Cost: There is no change in Net County Cost. Funding is provided from the Capital Improvement Program projects.

Background: Peter Feild’s application for the Early Retirement Incentive was approved on August 24, 2010. He will separate from permanent employment with the County on September 30, 2010. DOT is requesting approval to rehire Mr. Feild as an extra-help Right-of-Way Manager at Step 5 of the salary range for the classification. Mr. Feild will be returning on a part-time basis. The extra-help position is required to provide time for Mr. Feild to complete appraisal reviews and critical path acquisitions for several projects, some of which may involve condemnation procedures. Projects include Diamond Springs Parkway (Phase 1), Latrobe Road North of Ryan Ranch Road, Silva Valley Parkway Interchange, Bass Lake Road Off-site Improvements, Sly Park Road at Clear Creek Crossing (bridge replacement), and Bucks Bar Road at the North Fork Consumnes River (bridge rehabilitation). The Department is requesting expedited processing of this agenda submittal to provide time to transition work in progress (if this request is not approved), or provide continuity of negotiations (if this request is approved).

Reason for Recommendation: Mr. Feild's unique skills and expertise are needed for the successful conclusion of on-going right-of-way negotiations, and justify rehiring him at Step 5. A gap in the progress of negotiations or resuming negotiati...
