Fiscal Impact/Change to Net County Cost: No change. Non-financial Operational Agreement.

Termination: This Agreement includes a provision allowing either party to terminate the contract without cause with seven (7) days written notice.

Reason for Recommendation: An Operational Agreement between the Department of Human Services (“DHS”) and New Morning Youth and Family Services, Inc. (“NMYFS”) is necessary to allow NMYFS access to federal and state revenue sources through a competitive process and sets forth the roles of each party that further the mutual goal of providing maximum available assistance to youth residing in the County who are in at-risk environments. NMYFS provides critical and necessary services to at-risk youth which includes, but is not limited to, 24-hour emergency shelter services to clients referred by DHS. NMYFS works with DHS to ensure timely referrals and client access to appropriate services.

The current Operational Agreement (046-M0810) was executed on August 7, 2007 and covers the term of October 1, 2007 through September 30, 2010. There is no cost associated with this Operational Agreement.
