Fiscal Impact/Change to Net County Cost:
Funding for the Project will be provided by Highway Bridge Program funds with the local match from Off Highway Vehicle grant funds which have been included in the project's work program for FY10/11, identified as Project # 77118. There is no net cost to the County General Fund associated with this agenda item.

Background:
On April 23, 2009, the Central Valley Regional Water Quality Control Board adopted a Cleanup and Abatement Order (CAO) for the Rubicon Trail located in El Dorado County. On September 15, 2009, the Board approved a consultant contract with Sycamore Environmental Consultants, Inc. for a three-year term to assist the Department of Transportation (DOT) with environmental review services for the Rubicon Trail Area projects including the Gerle Creek Bridge crossing.

Reason for Recommendation:
The DOT is working to advance this grant funded project for the construction of a replacement bridge at the Gerle Creek crossing. The project is subject to California Environmental Quality Act (CEQA) and the National Environmental Policy Act (NEPA). The preparation of a CEQA Mitigated Negative Declaration and a NEPA Categorical Exemption is currently in progress, and should be completed in February, 2011.
