Background:
The Surveyor's Office has contracted with ESRI since 1993 for the continued maintenance support and purchase of GIS software licenses. These licenses provide intranet capabilities, integrated database systems, and support to clients in other County departments. Although the contract is managed by the Surveyor's Office, the software licenses are shared amongst users from the Department of Agriculture, Elections, Assessor, D.O.T., Development Services, Environmental Management, Treasurer, BOS, Human Services, LAFCO, Health Services and Surveyor. Each year the Surveyor's Office advises the Board of the current year's contract term and amount and asks the Board for approval to continue the perpetual maintenance and license agreement and purchase additional licenses when needed. In the future, this perpetual agreement will be included with the annual request for approval of perpetual software/hardware agreements submitted by IT.

Reason for Recommendation:
The County is required to pay an annual software maintenance and licensing fees in order to continue the use of the software, receive upgrades and access technical support. ESRI is the sole provider of maintenance and support for these software products.
