Fiscal Impact/Change to Net County Cost: The majority of costs for these investigative services are charged back to the departments in which the employee complaints originate.
 
Background: Human Resources department has received an increase of complaints of discrimination, harassment and retaliation by County employees, which has necessitated the need for additional investigative services.
 
Reason for Recommendation:  The Human Resources Department has contracted with Valentina Reiner for the provision of investigative services and other specialized personnel services on an "as requested" basis.  This amendment increases compensation by an additional $70,000 for a total not to exceed amount of $200,000 for the three-year term of the contract.  This increase will provide for the investigative services needed for the increase in complaints filed with Human Resources, as well as the prolonged ongoing investigations, which are currently being conducted.
 
Action to be taken following Board approval:  Human Resources will forward the executed Agreement to Purchasing to encumber the funds.  The Auditor-Controller's office will process all claims for services.
