Fiscal Impact/Change to Net County Cost: There is no change to Net County Cost. This position is funded at Step 5 in the budget because the previous incumbent had reached Step 5 of the salary range. Relocation Reimbursement, not to exceed $5,000, has also been offered, and is available within the current fiscal year budget.

Background/Reason for Recommendation: The Recorder-Clerk-Registrar of Voters is requesting that Barbara Dunmore be hired at step 4 of the salary range for Assistant Registrar of Voters because of her extensive experience and background. Ms. Dunmore served as the prior Registrar of Voters for Riverside County, responsible for a $12 million dollar budget in the Elections Department. She was responsible for more than 700 polling places and over 4,000 poll workers. During her tenure in Riverside County she conducted 31 successful elections.

She is a Certified Election Registration Administrator (CERA), holds a Master of Public Administration from California State University, San Bernardino, Ca. and a Bachelor of Arts degree in Psychology from the University of California, Riverside, Ca.

She also was a member of the Board of Directors, California Association of Clerks and Elected Officials 2006 - 2010 including two elected terms. She is a certified California Registered Election Official (REO). She is a Certified California Professional Election Administrator and was Co-Chair of that organization.

Mrs. Dunmore’s expertise, knowledge, background and experience is going to be invaluable to El Dorado County and warrants hiring at the Step 4 level.

Action to be taken following Board approval: Elections Department staff will complete the hiring process.
