HEARING - Environmental Management Department recommending the Board consider the following:
1) Adopt Resolution 094-2011 establishing Waste Management Fees for the West Slope of El Dorado County including the unincorporated area and County Service Area 10 Fiscal Year 2011/2012;
2) Adopt Resolution 095-2011 establishing Waste Management Fees for the El Dorado County portion of the Lake Tahoe Basin including the unincorporated area and County Service Area No. 10 for Fiscal Year 2011/2012; and
3) Adopt Resolution 096-2011 establishing an appeal process for County Service Area No. 10 Waste Management Parcel Fees for Fiscal Year 2011/2012.

Fiscal Impact/Change to Net County Cost: Without adoption of the proposed fees, current waste management programs will incur a severe deficit. No change to Net County Cost.
Background: Each year since Fiscal Year 1998-99, the Board of Supervisors has held a public hearing to establish waste management parcel fees. For the Fiscal Year 2011-12, the proposed fees are the same as they have been since Fiscal Year 1992-93. The resolutions, programs, and fee schedules are differentiated by the two waste management areas, West Slope (Table 1) and East Slope (Table 2). Reason for Recommendation: The hearing to adopt the proposed fees has been duly noticed in accordance with Section 6066 of the California Government Code.
