Background:
During a Board Workshop held on March 16, 2009, to discuss countywide solid waste management issues (Agenda Item # 09-0340), the Board directed the Environmental Management Department (EMD) to establish a working Committee that would assist the Department to research and identify a proactive approach for future solid waste planning. Then on June 2, 2009 (Agenda Item # 09-0340), the Board directed EMD to proceed with a Request for Proposal (RFP) for a Countywide Solid Waste Management Plan (Plan) and approved the membership of the solid waste working Committee. The purpose for the formation of the Committee was further defined to assist the County with establishing the priorities of the solid waste management plan and the development of an RFP for the Countywide Solid Waste Management Plan, as well as to establish a collective approach to solid waste planning within the County.
 
The Committee met on several occasions and developed the RFP for a Countywide Solid Waste Management Plan. The Countywide Solid Waste Management Plan RFP was approved by the Board, released on September 29, 2009 (Agenda Item # 09-1129), and closed on October 27, 2009. The County received three (3) responses to the RFP. Committee members independently reviewed and scored each proposal. The Committee then interviewed each RFP respondent. As a result of the scoring and interviews, the Committee selected the NewPoint Group/BAS as the best qualified firm(s) to prepare a comprehensive Countywide Solid Waste Management Plan.
 
On February 23, 2010 (Agenda Item #09-1129) the Board accepted the NewPoint Group Management Consultants (NewPoint) proposal for the development of a Countywide Solid Waste Management Plan and authorized EMD to negotiate a contract for said services.
 
 
Reason for Recommendation:
 
On May 25, 2010, (Agenda Item #10-0486) the Board of Supervisors approved Agreement No. 026-A-09/10-BOS with NewPoint Group Management Consultants for the development of the Countywide Solid Waste Management Plan.
 
 
On March 11, 2011, NewPoint Group provided a Preliminary Draft Plan to the Committee for review and comment. Over the next 27 days the Committee reviewed the Plan extensively and made comments. The comments were forwarded to NewPoint for incorporation into the Plan.
 
On April 7, 2011, NewPoint Group met with the Committee to discuss the Plan, answer questions and address concerns. NewPoint took information from the meeting and again revised the Plan incorporating changes requested by the Committee into a revised Plan. Then on May 23, 2011 NewPoint provided a revised Plan for final review and revisions before circulating the Plan for public comment.
 
The Draft Plan was scheduled to be released for public comment in February 2011. This timeframe was unable to be met as it took longer than anticipated to collect the data and information necessary to complete the Draft Plan. In addition, the Committee has requested various revisions to be made to the Draft Plan prior to public release. Due to this delay and to ensure that the Draft Plan meets the needs of the County of El Dorado the remainder of the schedule within the scope of work needs to be revised to show the Draft Plan being released for public comment by the Board of Supervisors this fall. Then EMD and NewPoint will present the Final Draft Plan to the County Board of Supervisors for consideration and adoption.
 
This first amendment is necessary in order to complete the Countywide Solid Waste Management Plan.
 
Action to be taken following Board approval:
 
Upon execution by the Chair, the Board Clerks Office will forward copies of the amendment to the Environmental Management Department for distribution, encumbrance, and administration.
