Department of Human Services recommending the Board authorize the Chair to sign Agreement for Services 016-S1211 with CUSA AWC, LLC, dba All West Coachlines in an amount not to exceed $500,000 for the term July 1, 2011 through June 30, 2014 to provide charter motor coach transportation and coordination/reservation services for senior group tours on an "as requested" basis by said Department.
FUNDING: Fully funded by participant contributions.

Fiscal Impact/Change to Net County Cost:
None. Travel is funded entirely through participant contributions. Funds are included in the Department's FY 2011-12 Recommended Budget.
Compensation:
Payments to Contractor are made thirty (30) days prior to departure dates of requested activities, following receipt and approval of an itemized invoice of services to be provided.
Termination:
Agreement includes the County's standard Fiscal Considerations termination language as well as a provision for the County to terminate the Agreement without cause in seven (7) calendar days upon written notice.
Reason for Recommendation:
The Department of Human Services, Community Services Division, coordinates group tours for seniors as a component of the senior activities program. This program provides a variety of recreational activities and educational opportunities designed for seniors. All West Coachlines is one of several vendors with whom the department contracts to provide charter motorcoach transportation and reservation services for senior group activities. The Department has contracted with this vendor since 1999 to provide senior group activities services an on "as requested" basis, to the satisfaction of the Department and the seniors.
Purchasing Agent Recommendations:
Human Services coordinated the outside review of the contractor's qualification to perform the needed services with Mindy Jackson, Director of the El Dorado County Transit Authority. In accordance with Board of Supervisors Policy C-17, Sections 7.5 and 7.10, the Purchasing Agent concurs with the department's request to contract with this independent contractor.
Action to be taken following Board approval:
1) Chair to sign two originals of Agreement 016-S1211
2) Board Clerk's Office to return one original Agreement to DHS at Briw Road
3) Department to distribute as appropriate
