Title: Health Services Department, Mental Health Division, recommending the Board authorize the Chair to sign Agreement 031-S1211 with Sierra Child and Family Services, Inc. in the amount of $720,000 for the term July 1, 2011 through June 30, 2012 to provide specialty mental health services for seriously emotionally disturbed minors on an “as requested” basis for said Department. Fiscal Impact/Change to Net County Cost: The not-to-exceed amount of this Agreement is $720,000. There is no Net County Cost associated with this Agreement.

Compensation for Services: Payments are made to Contractor based upon monthly invoicing at specified billing rates for actual services performed and documented per contract requirements. Services and rates are detailed on page 3 of the contract.

Contract Termination: This Agreement includes the County’s standard Fiscal Considerations termination language, as well as a provision for the County to terminate the Agreement without cause upon seven (7) calendar days written notice.

Reason for Recommendation: Sierra Child and Family Services has been providing specialty mental health services to County youth for over ten (10) years. Sierra Child and Family Services offers a unique set of clinical services, not all available at the mental health clinics operated by the County Health Services Department’s Mental Health Division (MHD).
