Fiscal Impact/Change to Net County Cost:
No change. This document is a planning tool to meet federal and state requirements. Actual CSBG funding continues to be linked to a budgetary and contract process.

Reason for Recommendation:
The Board of Supervisors is the governing board of the El Dorado County Community Action Agency for provision of Community Services Block Grant (CSBG) services to low-income residents of the County. Human Services is the County department designated to administer Community Action activities. The California Department of Community Services and Development requires all community action agencies to submit a Community Action Plan (CAP) every two years.

This is a planning document that outlines proposed activities and constitutes an application for funding that must be submitted six months prior to the beginning of the next Community Services Block Grant (CSBG) funding cycle, which commences January 1, 2012. The CAP defines an integrated service delivery system and is required by the state and federal governments for receipt of CSBG funds, which represent core funding for administration of the Department’s low-income, aging and adult services. The CAP addresses goals, program activities and outcome measures that closely reflect the ongoing activities of the Department of Human Services, which are approved through separate contract processes throughout the year. The required Public Hearing was conducted on May 25, 2011, and the El Dorado County Community Action Council approved the 2012-2013 CAP at their regular meeting on that date.
