Fiscal Impact/Change to Net County Cost:  Costs for services provided to the Superior Court are offset through the Court Security Reallignment Funding. As a result, approval of this request will not result in any change to Net County Cost.  All necessary budget adjustments relative to these recommendations will be included in the Fiscal Year 2011/12 Budget Addenda process.
 
Background: In previous years, the El Dorado County Sheriff's Office entered into an MOU with the Superior Court to provide Court Bailiff and Security services with full time and Extra Help Sheriff Deputies.  Each year the Sheriff negotiated a MOU with the Superior Court for the level of service required as well as the amount of reimbursement.  The Sheriff's Office would bill Superior Court based on actual services provided, and would receive reimbursement in the amount negotiated in the MOU.  
 
Reason for Recommendation:
 
Beginning in FY 2011/12, as part of the State budget process the reimbursement method for services provided by county Sheriff's to the Superior Court changed in that now the State provides a specified allocation to the County Auditor which is set aside in a special revenue account.  Funding is then transferred to the Sheriff's Office based on actual costs for services provided to the Superior Court.  
 
Based on discussions with the Superior Court, it was no longer affordable to continue providing perimeter security services with Sheriff Deputies. In addition, relying on Extra Help Deputies to provide a full time, ongoing service to the Superior Court presented a variety of scheduling challenges.  As a result, the Sheriff's Office and Superior Court reviewed staffing models in other jurisdictions and determined that replacing Sheriff Deputies with Sheriff's Security Officers was consistent with other jurisdictions and more cost effective.
 
Action to be taken following Board approval:  The Board Chairman will sign the attached resolutions and forward to Human Resources for implementation. In addition, the Board Chairman will sign the attached MOU and forward to the Sheriff's Office for distribution to the Superior Court.
