Title: Chief Administrative Office recommending the Board: 1) Assign responsibility for the Risk Management function to Kim Kerr, Assistant Chief Administrative Officer, authorizing Ms. Kerr to supervise staff assigned to the function and sign all documents related to the function which would customarily be signed by the Human Resources Director; and 2) Appoint Ms. Kerr to serve as the Primary Board Member to the California State Association of Counties Excess Insurance Authority (CSAC-EIA), with Janet Parnell, Principal Risk Management Analyst, as the Alternate Member.

Chief Administrative Office recommending the Board:
1) Assign responsibility for the Risk Management function to Kim Kerr, Assistant Chief Administrative Officer, authorizing Ms. Kerr to supervise staff assigned to the function and sign all documents related to the function which would customarily be signed by the Human Resources Director; and
2) Appoint Ms. Kerr to serve as the Primary Board Member to the California State Association of Counties Excess Insurance Authority (CSAC-EIA), with Janet Parnell, Principal Risk Management Analyst, as the Alternate Member.
Body
The County has not employed a Risk Manager for several years. Administration of the function has been the responsibility of the Human Resources Director. Ms. Kerr has an extensive background in Risk Management and will bring expertise and leadership to this function. In order to effect organizational and fiscal management changes which may be necessary to ensure sound and efficient operation, Ms. Kerr will need full authority over the staff and management of the function. The Human Resources Director concurs with this change in assignment.

The Board is also asked to appoint Ms. Kerr to serve as the Primary Board Member to the California State Association of Counties Excess Insurance Authority (CSAC-EIA), with Janet Parnell, Principal Risk Management Analyst, as the Alternate Member. The County is a member of CSAC-EIA and participates in various excess insurance and health benefit programs including, but not limited to, general liability, worker’s compensation, property, medical malpractice, and health insurance benefits. The County’s agreement with CSAC-EIA requires the appointment of a Primary and Alternative Board Member from each county member organization.
