Fiscal Impact/Change to Net County Cost:
No change. There are no costs associated with the submittal of this application. Funding is estimated to be up to $3,208,000 for the three year contract period.

Reason for Recommendation:
The Supplemental Food Program for Women, Infants and Children (WIC) is federally funded and regulated to provide supplemental food, referral services, and nutrition education for eligible women, infants and children under the age of five. The El Dorado/Alpine County caseload is currently 3,250 participants per month, and the Program is serving at capacity and above as permitted by the funding source.

The Department of Human Services received the funding application from the California Department of Public Health on August 19, 2011 with a due date of August 31, 2011. Because the WIC funding renewal application forms were not available from the State in time to obtain Board of Supervisors signature for submittal by the deadline, the Department submitted the application and required certifications with the Director's signature rather than fail to obtain funding for the continuation of WIC services. The Department is recommending retroactive ratification of the Director’s signature on said application and certifications.

Action to be taken following Board approval:
Board Clerk to provide Human Services at Briw Road with two (2) Certified Minute Orders.
Human Services to return to the Board of Supervisors for approval and execution of a grant...
