1) Receive a presentation on River Management Plan Updates; and
2) Discuss and provide input to staff on proposed updates to the:
a. Draft 2025-26 River Management Plan Update,
b. Draft Five-Year River Management Plan Summary, and
c. El Dorado County Ordinance Code 4594 Chapter 5.48 Streams and
Rivers Commercial Boating, Code 4596 Chapter 5.50 Specific Use
Regulations for the South Fork of the American River, and Code 3274
Section 12.64.070 Use of Personal Flotation Device.

A motion was made by Commissioner Mullens-Becker, seconded by
Commissioner Hospitalier that D4 and D2 Commissioners meet with staff to
discuss CEQA issues then meet with CLAC to go through all recommendations
specifically concentrating on violations and report back to Commission.

Parks, a division of the Chief Administrative Office, recommends the
Commission discuss the Draft Guidelines for Private Events Related to
Park Closures and make recommendation that the guidelines be
approved, and incorporated into the Parks and Recreation Cost Recovery
Fee Study Project.

Commissioner Hospitalier to move item to the April meeting.

Parks, a division of the Chief Administrative Office, recommends the
Commission receive a promotional video on the El Dorado Trail and
discuss opportunities for future collaboration for trail improvements and
outreach highlight the recreational opportunities that the trail has to offer.
