PUBLIC PARTICIPATION INSTRUCTIONS: The public should call into 530-621-7603 or

meeting via zoom and wish to make a comment on an item, press the "raise hand" button. If you  
are joining the meeting by phone, press *9 to indicate a desire to make a comment. Speakers  
will be limited to 3 minutes. By participating in this meeting, you acknowledge that you are being

If you choose not to observe the Parks and Recreation Commission meeting but wish to make a  
comment on a specific agenda item, please submit your comment via email by 4:00 p.m. on the  
Wednesday prior to the meeting. Please submit your comment to the Parks Division at  
parks@edcgov.us. Your comment will be placed into the record and forwarded to the Parks and  
Recreation Commission.  
Public comment will be received on each agenda item listed under Discussion Items as called by  
the Chair. Principal party on each side of an issue (where applicable) is allocated 10 minutes to  
speak, individual comments are limited to 3 minutes and individuals speaking for a group are  
allocated 5 minutes. (Adopted 8/10/93 by the Board of Supervisors) Except with the consent of  
the Commission, individuals shall be allowed to speak to an item only once. Upon completion of  
public comment the matter shall be returned to the Commission for deliberation. Members of the  
public shall not be entitled to participate in that deliberation, or be present at the podium during  
such deliberation, except at the invitation of the Commission for a point of clarification or question  
by the Commission. The Commission reserves the right to waive said rules by a majority vote.  
Although the County strives to offer remote participation, be advised that remote Zoom  
participation is provided for convenience only. In the event of a technological malfunction, the only  
assurance of live comments being received by the Commission is to attend in person. Except for  
a noticed teleconference meeting, the Commission reserves the right to conduct the meeting  
without remote access if there is a malfunction.

The Parks and Recreation Commission is concerned that written information submitted to the  
Commission the date of the meeting may not receive the attention it deserves. The Parks staff  
cannot guarantee that any FAX, e-mail, or mail received the day of the meeting will be delivered  
to the Commission prior to action on the subject matter.  
For Purposes of the Brown Act ยง 54954.2 (a), the numbered items on this Agenda give a brief  
description of each item of business to be transacted or discussed. Recommendations of the  
staff, as shown, do not prevent the Commission from taking other action.

McLaughlin to Adopt the Agenda and approve the Consent Calendar with the  
discussed changes to Item #4 on the Draft Minutes from the March 3, 2026  
meeting.

Lowery for chairing Commission.  
Commissioner Mullens-Becker: Meeting with CLAC went well.  
Commissioner McLaughlin: Kids Fishing Derby at Sawmill Pond on June 6.
